Food manufacturers and traders must have certificates of eligibility for food safety:

Food service establishments and food processing establishments include: shops, stalls selling instant food, cooked food, restaurants, ready-to-eat establishments, cafeterias and collective kitchen.
Food business establishment means the implementation of some or all of the activities of introducing, preserving services, or transporting food or selling food such as: food manufacturers, food stores, products, supermarkets, markets.

Within 15-days after the receipt of a complete and valid application file, the competent state agency will conduct a feild inspection for food safety assurance and conditions at the applicant or trade establishment. Upon the conditions being met, a certificate will be granted; if declined, a written reply, clearly stating the reasons will be issued.

Written explanation describing how the applicant has met the food safety and hygiene conditions (of the physical location, equipment and utensils) as prescribed by competent state management agencies.
Health certificates of the establishment owners and all direct contact food production workers and traders
Food safety and hygiene training certification of the establishment owners and all direct contact food production workers and traders demonstrating knowledge of food safety and hygiene as prescribed by line ministers
